Before each stimulus project was funded, the Department of Natural Resources (DNR) certified that the applicant met all of the requirements of the American Recovery and Reinvestment Act (ARRA). The DNR used a checklist to verify that all the requirements have been covered. Once the certification was completed, DNR provided it to the Iowa Finance Authority, which then worked with the applicant to execute the loan using stimulus funds. The Iowa DNR Director Richard Leopold certified that Iowa met the February 17, 2010 deadline to allocate the full $77 million in ARRA funds.
